every time a participant's character would like to accomplish a undertaking that needs a specific skill, for example finding a lock or climbing a wall, they roll a d20 and add their pertinent ability reward. It appears like D&D 4E is just not protected by it, or at the least the affiliated OGL, but I respect they don't seem to be a similar matter.
